Just one month before the implementation of the new Animal Welfare Law, many uncertainties remain. Among the most pressing questions are the requirements of the mandatory course and exam that must be completed by both those who wish to adopt a pet and those who already have a four-legged member of the family. What exactly does this course consist of? When must we complete it? In this article, we will answer these questions and clear up any doubts you may have.

 

Requirements and Procedures for the Mandatory Course under the New Animal Welfare Law


The new Animal Welfare Law establishes a mandatory course for anyone who wishes to adopt a dog, as well as for those who already have a pet in their family.

 

This course will be free of charge and can be taken in two ways: online or in person.

The aim of the course is to 'provide essential knowledge about the care, handling, and responsible ownership of animals.' However, one of the most ambiguous aspects so far is the content, which will be defined in detail through regulations. According to information provided by the Royal Canine Society of Spain, the course is expected to cover three main areas: veterinary care and health, animal welfare, and applicable legislation.

Once the course has been completed, a certificate with indefinite validity will be obtained. In addition, pet owners will be required to have civil liability insurance. If you do not have it, the new law establishes the obligation to purchase such insurance.

As for the deadline for completing the course, current and future owners will have a period of two years from the date the law comes into force, which will begin on September 29, 2026, and extend until September 29, 2026.

It is important to note that failure to comply with this obligation will result in fines ranging from €500 to €10,000, so it is essential to meet this requirement within the established deadline.
